Not a dialogue with Putin, but a decree issued by Zelensky

Ukraine can negotiate with Russia, but not with the country's current president, Vladimir Putin. The President of Ukraine signed a decree on this matter on Tuesday.

It is said there, 'He does not know these two things: giving respect to people and honesty. This is why we are ready to negotiate with the President of Russia, but not with Putin. If someone else becomes the president of Russia after Putin, we can have a meeting with the country.'

According to the sources of Ukrainian government officials, the decree was issued at a time when the four provinces of Ukraine under the control of Russian forces, Kherson, Zaporizhzhya, Donetsk and Luhansk, were being included in Russia. Then Zelensky signed it on Tuesday.'

Meanwhile, in response to Zelensky's decree, Dmitry Peskov, the spokesman of the Russian President's office, said that Moscow hopes that the Ukrainian president will change his position; And if it doesn't, then the Kremlin will mentally prepare for a dialogue with the country's next president.

Peskov said, 'We wanted to meet with him at the end of February, before the start of special military operations by Russian forces; But at that time he did not respond.'

'Russia's door is open for diplomatic talks. We hope he will change his position. And if he doesn't do that, then we will mentally prepare for dialogue with his next president.'
